The notice goes out automatically when an application is declined, so sending by hand is the exception: read the list before using Send Email, or the applicant is told twice.

1 The email list Every email the applicant has been sent about this application, with what it was and when it went. The notice about a decline appears here on its own once the application is declined. After a decline this is where you confirm the applicant was actually told. That check is the habit — the sending normally takes care of itself. 2 Send Email Sends an email about this application by hand. It is the exception path, for when the automatic notice did not go out. Use it only after this page has shown you nothing was sent. Sending on top of a notice that already went out means the applicant gets told twice. 3 Email Notifications in the nav Email Notifications is its own page on the application, sitting between Documents and Notes. It is a page you have to choose to open. Nothing on the Decision page tells you whether anything was ever sent.
