The status control

There is no separate decision screen: the decision is the status in the header, and opening it lists the outcomes. Options carrying a padlock are not available from the phase the file currently stands in.

Why it matters

The list changes as the application moves, so the outcome you need is only offered from the phase it belongs to.

Watch out

A padlock is not a permissions problem.
